一個仍在實驗階段的藥物，為前列腺癌的晚期病人帶來新的希望。
一年前，赫布·霍夫曼因為晚期前列腺癌而忍受著極大的痛苦。他變得非常虛弱，幾乎無法下床。後來他開始服用一種叫做艾伯雷特朗(abiraterone) 的新藥。“毫無疑問，這種藥改變了我的生活。”
在對門診病人進行的一個小規模的實驗中，參加試驗的全部是前列腺癌晚期患者，其中百分之75的患者發現惡性腫瘤縮小了，壽命延長了一倍。
去年十月，霍夫曼開始服用新藥艾伯雷特朗之前，醫生認為他只有三個月的時間了。他說：“那時我的健康每況愈下，後來就保持了下來，我又恢復了健康。”
他的太太吉爾達對他的迅速康復感到震驚。“服藥一個星期後，他變得強壯、他覺得餓了，要吃東西了。他一天比一天好。”
化療專家說，這種藥物是治療前列腺癌的一項重大進步。美國休士頓安德森癌症中心的羅格西提斯醫生說：“我的同事們和我都為這項新藥感到興奮，因為我們不斷地看到病人的病情好轉，但沒有副作用。”
這項新藥並不能治愈前列腺癌，但是它看來在抑制睪丸激素的生長方面，比其他藥物更有效。紐約斯隆克特林癌症中心的霍華德·謝爾醫生說：“前列腺癌細胞依靠睪丸激素生長，而這種藥物將睪丸激素的數量減低到其他藥物無法到達的程度。”
下一步就是進行大規模的國際性實驗。醫生們也希望知道，他們是否能使用艾伯雷特朗這項藥物，來提高早期前列腺癌的治愈率。

最近在芝加哥舉行的國際老年癡呆症研討會上，傳出了令人們振奮的新聞。兩項初步研究顯示，一種抗過敏藥物和一種噴鼻劑可以治療老年癡呆症。但是研究人員說，生活方式和遺傳因素仍然是患老年癡呆症的重要原因。
卡倫·亨斯于2007年被診斷出患了老年癡呆症。她說：“非常痛苦， 我不能像以前那樣做事，真的很難過。我以前可以去看看孫子們，跟他們一起玩，照看他們，現在不行了。”
亨斯只是世界上至少一千八百萬這種致命疾病患者當中的一個。老年癡呆症破壞人的記憶、思維和判斷力，而且無法防止病情惡化。但是研究人員對兩種藥物抱有希望。第一種叫做“迪馬班(DIMEBNON)”，它最初在俄羅斯開始使用，是一種抗過敏的抗組胺劑。
美國老年癡呆症協會的薩姆·甘迪醫生說：“我非常驚喜地看到它對病人的認知能力、記憶力和日常生活能力的作用，不僅很明顯，而且效果還隨著時間增進。”
120名老年癡呆症的初期患者參與了新藥“迪馬班”的研究過程。在一年研究期的頭六個月裏，服用該藥物的病人的腦力檢查出現明顯改善，而未服藥的病人情況惡化。服藥一年後，療效顯著，不象目前市場上銷售的其他藥物，在服用幾個月之後就失去療效。
另外一種是叫做AL-108的噴鼻劑，也顯示出延緩智力喪失的潛在療效。研究人員相信，它甚至可能增進記憶力。在梅奧老年癡呆症中心主持這項研究工作的羅納德·彼德森醫生說，AL-120可以攻擊腦部的纖維束。“實際上，它可以阻止纖維束的形成，而保護了腦部可能被纖維束破壞的部分。”
在這兩種藥物被正式批准使用之前，還要做更進一步的實驗。
其他的研究顯示，生活方式和性格特徵，也會帶來腦力衰退。未婚和在中年時期缺乏伴侶的人，患老年癡呆症的風險比較高。但是，不斷思考個人問題，能降低風險。
雖然，人們無法改變自己的年齡和遺傳因素，但是老年癡呆症的專家們建議，更健康的生活方式可以延緩疾病的發生。事實顯示，體力和腦力活動可以減低晚年患老年癡呆症的可能。

“山洞人”制出高度精密影像
卡爾加裏大學“視覺基因組合太陽中心”正在研發中的一項新的工具，有一天將會被醫生用來查看病人體內的情況。
一個名為“山洞人”的先進電腦程式，制出了高度精密的影像。病人可以進入一個被稱為“山洞”的房間，帶上一副特殊的眼鏡，然後人體內各種器官的圖像就浮現在你眼前。卡爾加裏大學的研究小組說，這些圖片比市場上的任何圖片都要精密十倍，這種技術終有一天將被用於顯示病人體內的器官。
該項目的科學家保羅·戈登說：“你讓病人趴在這張臺上，你就能看到他的頸部的核磁共振影像。”
戈登說，這項新技術將對醫學院的學生和病人都有好處。也許有一天，醫生們能夠在手術前檢查脊椎的損傷情況。“我會挑出一節脊椎，作更仔細的檢查。”
醫生可以通過控制器將人體圖像拉近放大。克裏斯多夫·森森負責指導這個研究小組。 他說：“電腦會知道你在房間裏的位置，並在你的四週映出完美的畫面。”
該項目的科學家保羅·戈登說：“如果我們檢查軟組織的損傷情況，我們就提取頸部肌肉的影像。或者， 如果體內器官有問題，我們也可以看到。”
這種設備可以詳細檢查體內三千多個部位。這項技術使俄亥俄州克利夫蘭診所的放射科醫生史考特·弗拉姆感到興奮。“如果你能讓病人看到三維活動圖像，就比一張靜態畫面更容易讓病人了解病情。”
研究人員說，這套工具將向研究人員提供一個新的了解和治療疾病的方法。

全世界每年死於子宮頸癌的婦女多達23萬人。但是，哪些人應該接種昂貴的預防子宮頸癌的疫苗？是否值得接種？
新力亞.西恩的大女兒接種了子宮頸癌疫苗“加德西”(Gardasil) 。西恩說，她的小女兒遲早也會接種的，“因為這是防止她患子宮頸癌的一個辦法。”
過去兩年來，在全球範圍內共銷售了3千萬劑這種預防子宮頸癌疫苗。
還有一種疫苗就叫做“子宮頸癌疫苗”(Cervarix)。
但是現在，美國哈佛大學公共衛生學院的一項研究提出了一些非常嚴重的問題。例如，這些疫苗價格昂貴；在發達國家裏，死於子宮頸癌的婦女很少；而發展中國家的婦女難以支付昂貴的疫苗費用。
這項研究顯示，如果在女孩開始有性行為之前就接種這種疫苗，而且疫苗終生有效的話，那就是物有所值。但是，研究對20歲以上女性接種疫苗的價值表示懷疑。
生產“加德西”疫苗的默克藥廠建議，接種疫苗的女性年齡可以高達26歲，並且表示，即使超過了這個年齡，但如果沒有感染過乳頭瘤病毒的人也應該有效。
有些醫生擔心，接種了子宮頸癌疫苗的婦女可能不再作常規婦科檢查。美國達特茅斯學院的戴安娜.哈珀博士說：“大部分的資訊給人們帶來誤解，他們以為，如果接種了加德西疫苗，就會終生受到保護。這是錯誤的。”
默克公司說，醫生應該告訴病人，疫苗不可能代替預防子宮頸癌的常軌檢查。
雖然這種疫苗是針對乳頭瘤病毒的，但是研究人員還需要幾十年的時間才能知道它的效果究竟能維持多久。預防子宮頸癌疫苗的臨床試驗只進行了六年半的時間，只有時間才能最終檢驗出它的效果。

一些幼兒時期的疾病難以被發現，對於川崎症來講也是如此。川崎症是以發現這一疾病的日本醫生的名字命名的。如果不加治療，川崎症可能會讓患者喪生。現在，正在測試一種新的療法，以對付這種疾病的抗藥性。
伊萊賈.本德最近被診斷出患有川崎症，他發燒，全身出疹子，這是川崎症的症狀。這種症狀讓他的父母安德烈婭.斯特林和斯坦利.本德覺得似曾相識。伊萊賈的母親說：“發病大約第5天，我就想到這一點。我看到許多相似之處。”
原來，11年前，伊萊賈的姐姐就曾被診斷出患有川崎症。
沒有預防川崎症的方法，也沒人知道它的病因。據估計在美國，10萬名5歲以下的幼兒當中就有10人得過川崎症。雖然各個族裔都有患川崎症的病例，但有亞洲背景的兒童得這種病的最多。
得川崎症的男孩兒比女孩兒多。患這種病時，動脈，包括冠狀動脈會發炎。大多數兒童康復後沒有後遺症，然而，川崎症可以引發嚴重的心臟病和關節受損。
簡.伯恩斯醫生是聖迭哥的川崎症研究中心負責人。她說，前來診斷的兒童人數每年都在上升。“我認為，這是因為我們在社區的教育工作增加了公眾以及醫生對這種疾病的意識。”
常見的療法中包括用阿斯匹林退燒和用丙種球蛋白降低冠狀動脈病變的風險。可是有時像伊萊賈這樣的病人，他們對這些藥物有抗藥性。
因此，伯恩斯醫生轉而使用一種叫做Remicade的新藥，目前正在拉迪兒童醫院進行測試。“這種藥極為安全，在使用中沒有引發任何並發癥。”
伊萊賈經過幾個小時的治療後病情就開始好轉，這使他的父母感到如釋重負。伊萊賈的父親說：“我很感激。我是說，沒有任何言語可以表達我們此刻的心情。”
儘管川崎症無法預防，但就連最具抗藥性的一些川崎症病例現在也可以治療了。

美聯儲接管美國保險業巨頭美國國際集團的消息對美國市場產生巨大震動。投資人擔心，這個救助行動可能暗示，金融問題的嚴重程度可能遠遠超過人們的估計。這種恐慌再次觸發市場大滑坡。與此同時，人們對美國政府這次的救助行動本身再次提出批評。
*重手再救市 市場更擔心*
美聯儲在拒絕救助華爾街投行雷曼兄弟兩天之後，轉而決定向美國最大的保險公司美國國際集團提供850億美元的緊急貸款，避免該公司的倒閉。這是美聯儲繼今年3月出手救助貝爾斯登、9月接管兩大房貸融資公司房利美和房地美之後採取的另一空前的救市行動。
不過，這個行動公佈以後，市場不僅沒有為此感到少許的安慰，反而對目前美國金融體系存在的問題究竟有多嚴重感到更加不安。美國股市三大股指的跌幅都超過了百分之四。其中納斯達克綜合指數的跌幅突破100點，是多年來從來沒有過的。
除了市場的動蕩以外，專家們對政府直接出手救助美國國際集團的做法再次提出了質疑。
美聯儲的理由是，美國國際集團如果突然倒閉會給已經非常敏感的金融市場和經濟造成損害。它還會導致借貸成本的大幅度增加，減少家庭財富和損害已經很脆弱的經濟增長。
*支援者：AIG太大不能倒*
美國經濟戰略諮詢公司納羅夫經濟顧問的創辦人兼董事長納羅夫對美聯儲接管美國國際集團的舉動表示支援。他在接受美國之音採訪時表示，美聯儲在目前的情況下別無選擇。
他說：“美聯儲的確不想再救助別的公司。但是他們意識到，在美國，有些公司就是太大而不能讓他們倒閉。這些公司與美國以及世界各地其他公司之間的財務和商業關係網如此複雜和龐大，它們的倒閉給金融體系的運作帶來的麻煩如此之大，以至於對它們進行接管要比讓它們破產要更好。我認為，美國國際集團的情況就是這樣。”
*反對者：政府救助會鼓勵賭徒*
不過，卡內基梅隆大學的經濟學教授勒瑞克則反對美聯儲出面救市，因為這會鼓勵公司在今後做出更多不負責任的事情。他對美國之音表示：
“救助的問題在於，第一，你現在使納稅人對可能的損失承擔責任；第二而且更重要的是，你增加了在今後出現很多貝爾斯登式危機的可能性，因為市場現在會說，我們現在的這種遊戲很好。這就像我們有一個賭場，它的規定是，如果你贏了，贏的錢歸你，如果輸了，你不出錢，因為政府會出面救助我們。這樣的話，大家都會跑到這個賭場並且下很大的賭注，但是這個賭場會破產。”
根據有關統計，從美國政府出資300億美元安排摩根大通收購貝爾斯登，到接管房地美和房利美、到現在給美國國際集團提供緊急貸款，以及其他各種救助行動，總共可能會給納稅人帶來9千多億美元的負擔。
*早期報警者：別讓贏利私有化而損失社會化*
在幾年前就準確預計到次貸危機爆發的美國紐約大學商學院的經濟學教授魯比尼從一開始就反對政府救市。在政府接管房利美和房地美的時候，魯比尼在接受彭博新聞社的電視採訪時表示：
“在金融市場存在一個系統性的道德風險。這是將贏利私有化以及將損失社會化。在目前，這是不顧後果，而不是一個正確的行動計劃。”
同時也是魯比尼全球經濟諮詢公司董事長的魯比尼認為，政府現在對美國國際集團的接管基本上是延續利潤私有化以及損失社會化的這種系統。他表示，汽車製造商、航空公司以及其他正在掙扎之中的企業無疑都會要求政府的幫助。
*納羅夫反駁後患論*
納羅夫經濟顧問的董事長納羅夫認為，美國政府在目前狀況下採取的救市行動並不會成為正常情況下的一個模式。
他說：“毫無疑問，那些有問題而且看到政府在出手幫助其他行業的部門會要求政府幫助他們。但是這不見得意味著政府會採取干預行動。如果克萊斯勒、福特或是通用汽車公司破產，它們對經濟造成的影響是否同美國國際集團倒閉給經濟造成的影響一樣大呢？這個問題的答案很可能是否定的。”
納羅夫指出，美聯儲對美國國際集團的接管與支撐一家公司之間存在區別。他表示，美聯儲對這次接管附加很多條件的做法不會鼓勵別的公司採取不負責任的行為。
他說：“這不是製造新的道德風險，即把公司做大然後可以不負責任。它發出的資訊是，如果你的公司很大而且變得不負責任，公司可能不會破產，但是公司管理層和股東可能會失去他們所擁有的大部分財產。”

U.S. President George Bush hosted a White House dinner breaking the fast of the Muslim holy month of Ramadan. VOA White House Correspondent Scott Stearns has the story.

This was the president's eighth Iftaar dinner in eight years at the White House. Mr. Bush gave thanks for the many ways that Muslim Americans enrich the lives of all Americans.
"One of the great strengths of our nation is its religious diversity. Americans practice many different faiths. We all share a belief in the right to worship freely. We reject bigotry in all its forms. And over the past eight years, my administration has been proud to work closely with Muslim Americans to promote justice and tolerance of all faiths," he said.
The president singled out some of those attending the Iftaar dinner, including those who have worked on America's space program as well as those who have made advances in health care and technology.
"Muslim thinkers and scientists have advanced the frontiers of human knowledge. People of all faiths have benefited from the achievements of Muslims in fields from philosophy and poetry to mathematics and medicine. At the beginning of a new century, Muslims in the United States are continuing this proud tradition of innovation and inventio," he said.
The president said the United States has partnered with Muslims around the world to spread freedom. "We are helping the people of Iraq and Afghanistan build free societies after decades of tyranny. And during the month of reflection, we will remember all the brave Muslim Americans who wear the uniform of the United States armed forces. They represent the best of our nation. I am honored to be their Commander-in-Chief," he said.
The president was joined in the State Dining Room by guests who included Kuwaiti Prime Minister Sheikh Nassar Muhammad al-Ahmad al-Sabah. The Kuwaiti News Agency reports the prime minister is in Washington for a range of talks including the future of four Kuwaitis held as suspected terrorists at the U.S. military detention center at Guantanamo Bay.
U.S. Army Military Chaplin Abdullah Hulwe offered the evening's prayer, asking God to grant those present the strength to meet all dangers with courage and wisdom and all occasions with discipline and loyalty.
"Help us to use our fasting as an instrument for the betterment of all humanity and peace throughout the world. We thank you for the strength of character that Ramadan gives us. Help us to use it to defend and preserve liberty with all righteousness with peace as the supreme desire of our hearts," he said.
More than one billion Muslims around the world celebrate the holy month of Ramadan with fasting, prayer, and acts of charity. The holiday marks the revelation of God's word in the Holy Koran to the prophet Mohammad.

Israeli Foreign Minister Tzipi Livni could become Israel's first woman prime minister in 34 years after apparently winning the leadership of the ruling Kadima Party on Wednesday.
Livni already is the most powerful woman in the country, having served as foreign minister since 2006. The 50-year old also is Israel's lead negotiator in peace talks with the Palestinians that resumed last November.
Livni must form a new coalition within several weeks of Prime Minister Ehud Olmert's resignation, which is expected in the coming days.
If Livni succeeds, she will be sworn in as Mr. Olmert's successor. If she fails, she will have to compete in a parliamentary election that polls suggest would be a close contest with Israeli opposition leader Benjamin Netanyahu.
Before entering politics, Livni worked for the Mossad, Israel's secret service agency, and practiced law in a private firm for 10 years.
Golda Meir served as Israel's first and only woman prime minister to date from 1969 to 1974.
Livni was first elected to the Israeli parliament, the Knesset, in 1999 as a member of the right-wing Likud party. She become a cabinet minister in 2001, and held several portfolios in the following years, including the Justice ministry.
In November 2005, she joined former Israeli prime minister Ariel Sharon in quitting the Likud party to form the new centrist party, Kadima. Before Sharon fell into a coma in January 2006, he gave Livni the role of foreign minister in his caretaker government.
Livni's departure from the Likud marked a significant break with her nationalistic heritage.
Her father, Eitan Livni, was a legendary member of the Jewish rebel movement, the Irgun, that fought British troops in Palestine in the 1940s. He was jailed by the British for sabotaging railway lines and other strategic installations.
After Israel's War of Independence, Eitan Livni joined the Herut party, a forerunner of the Likud, and served three terms as a Knesset member.

A senior U.S. official says Moscow's decision to invade Georgia is having a major impact on the Russian economy with financial markets losing nearly a third of their value. VOA correspondent Meredith Buel has details from Washington.

U.S. Under Secretary of State for Political Affairs, William Burns, told members of Congress that Russia's five-day war with Georgia last month was filled with mistakes and miscalculations on all sides.
"Georgia's decision to use force to reassert its sovereignty over South Ossetia, against our strong and repeated warnings, was short-sighted and ill-advised," said William Burns. "But there was no justification for Russia's disproportionate response, for its provocative behavior in the run-up to the crisis, or for sending its military across international boundaries to attack Georgia and seek to dismember a sovereign country."
Burns told Senators on the Foreign Relations Committee that Russians are paying a considerable price for the country's military action against Georgia.
"In many ways the most damaging consequences thus far for Russia have been self-inflicted economic and political wounds," he said. "Since August 7th investor confidence has plummeted. At least in part because of the Georgia crisis, Russian financial markets have lost nearly a third of their value, with losses in market capitalization of hundreds of billions of dollars."
Burns says capital is fleeing Russia and points out the ruble has depreciated by nearly 10 percent since the conflict in Georgia began.
He says Russia needs to abide by its commitments to an internationally brokered cease-fire and withdraw most of its forces from Georgia's separatist regions of South Ossetia and Abkhazia.
Burns says as the result of the Russian military action the U.S. has pulled out of an agreement with Moscow for civilian nuclear cooperation and suspended bi-lateral military programs.
Senator Chris Dodd, who was presiding over the Senate hearing, agreed Russia is paying some real costs for its behavior.
"If Russia does not reestablish a reputation as a country that abides by the rules, both at home and abroad, then it may sacrifice both its international standing and, I might add, its economic success," said Senator Dodd.
Georgia's August offensive to regain control of South Ossetia from Moscow-based separatists prompted a massive retaliatory thrust by Russia into Georgian territory.
Russia argues it repelled Georgian troops to protect thousands of people who were granted Russian citizenship following the collapse of the Soviet Union.

Asian markets across the board are sharply lower Thursday as the fallout continues over the worsening U.S. economy.
Tokyo's Nikkei index closed more than two percent lower while Hong Kong's Hang Seng index was down more than seven percent in early afternoon trading.
The turmoil is also affecting oil prices, with trading for light crude oil dropping to 96 dollars a barrel in Singapore.

The Bush administration's $85-billion emergency loan Wednesday to the world's biggest insurance company, American International Group was not enough to keep major stock indexes from falling.
The U.S. central bank authorized the AIG loan late Tuesday to prevent a "disorderly failure" of the insurance giant that could make troubled financial markets worse. AIG nearly collapsed after major losses in the housing crisis.
Another institution plagued by mortgage losses, Washington Mutual, is reported to have put itself up for sale. News reports late Wednesday said potential buyers of the Seattle-based bank include Citigroup and Wells Fargo.
And London-based Lloyds TSB has reached a deal to buy Halifax Bank of Scotland ,HBOS, for nearly $22 billion. Shares of HBOS have plummeted in recent days.
The White House says President Bush is canceling a planned trip to Alabama and Florida Thursday to consult with his economic advisors on the crisis on Wall Street.
Banks remain concerned, and their reluctance to lend money could hamper the flow of loans needed to keep the economy flowing smoothly.
Central banks in Europe, Asia, and the United States have tried to keep loans flowing by putting billions of dollars into financial markets.

A new session of the United Nations General Assembly has opened in New York, with a sharp attack on the United States by the assembly's president, former Nicaraguan foreign minister Miguel d'Escoto Brockmann. VOA's Walter Wisniewski reports from our New York newscenter.
The past year's General Assembly of the United Nations has come to a close, and the new, 63rd session of the General Assembly is now formally open. World leaders will address the annual U.N. meeting next week, but the Assembly's incoming president caught diplomats' attention Tuesday with his opening remarks, a scathing attack on U.S. policies.

The General Assembly president, former Nicaraguan Foreign Minister Miguel d'Escoto Brockmann, mentioned the United States by name only a few times, but made it clear who his target was.
D'Escoto says it is "undeniable" that some members of the Security Council have "an addiction to war," and he says they are threatening international peace and security. In a scarcely veiled reference to President George W. Bush's administration, d'Escoto also said no nation has the right "to decide on its own which states are sponsors of terrorism, and which are not."
"By now, over 1.2 million people have died as a direct consequence of that aggression and occupation," d'Escoto said about the U.S.-led war in Iraq.
The 75-year-old diplomat, who is a Roman Catholic priest, told reporters later he intends to try to reform the U.N. to give the 192-member General Assembly a stronger role, compared to the Security Council, whose permanent members - the United States, Russia, China, France and Britain - have veto power over U.N. decisions.
D'Escoto says the world has changed since 1945, when the United Nations was founded, but the U.N. has not kept pace. He predicts "soul-searching" and frank debate at the General Assembly in the weeks and months to come.
"This will be an interesting year, and I will be making an appeal from the very depth of my heart and my experience," he said.
D'Escoto used spiritual terms in his opening speech, which he addressed to "my dear brothers and sisters" from all over the world. Asked about the significance of his dual role as General Assembly president and also a priest, he tried to deflect the comment with a joke.
"I'm also the oldest and the most decrepit [laughter], healthwise, and I know that. But will I, therefore, because I am a priest, pay particular attention to interfaith dialogue?" he asked. "That's already on the agenda. This is something that I have spoken about quite a bit with the secretary-general, and he is asking me to join him in this effort."
He was asked about his scheduled appearance at a forum next week together with Iran's President Mahmoud Ahmadinejad, who has called for Israel's destruction several times. D'Escoto says he does not feel it is inappropriate for him to take part.
"Obviously, if I am here talking about brotherhood and sisterhood, I don't want anyone to be wiped off the map - not even any individual, much less a state," he said.
He also pretended not to hear when another reporter asked whether he would condemn Russia's military action against Georgia last month constituted an act of aggression. D'Escoto, who has embraced leftist policies for decades, said he did feel that any act of aggression in the Caucasus region was committed by Georgia, against South Ossetia.
Heads of state and government will be streaming into New York over the next few days, before the General Assembly's traditional round of speeches by each leader begins next Tuesday.

The Kriegler Commission which was set up to look into the conduct of last December's controversial and violent general election in Kenya has presented its final report to President Mwai Kibaki. In excerpts published in local Kenyan media, the commission says last December's election was marred by bribery, vote buying and intimidation making it impossible for any candidate to claim victory.
The Kriegler Commission recommends a total overhaul of the Kenyan Electoral Commission for failing to conduct a legitimate election.
Human Rights lawyer Harun Ndubi is with the organization Kenyans for Peace with Truth and Justice. He told he's not surprised by the commission's findings that the election lacked credibility and integrity. But Ndubi said he would have loved for the commission to be clear about who in government was responsible for the irregularities.
"I think there are certain questions about the Kriegler Commission itself and more importantly and Mr. Johann Kriegler as a person and the interpretation of his mandate. I think the commission may have gone an extra mile to think the entire election activity was shrouded in incompetence and big problems that have made it difficult to say who exactly won the election. But I think this is a view that Mr. Johann Kriegler himself decided to uphold from the time he was appointed. I therefore do not accept that finding that it was impossible to say that the election would have been won one way or the other," he said.
Kenyan Electoral Commission Chairman Samuel Kivuitu said last month that there were discrepancies in the vote tallies from a number of constituencies.
Yet Kriegler Commission members disagreed on claims that there was vote rigging at national tally centers.
Ndubi sees contradiction between Electoral Commission Chairman Kivuitu and the Kriegler Commission's claim that there was no rigging.
"The proposition by the commission is highly contradictory. On the hand it suggests that there were problems about the appointment of commissioners, but they can't say who was responsible for the rigging. Two, they tried in some very unclear way, to create a distinction between the role and function of various commissioners. They are trying to blame commission officials at the lower level, but try to clear the higher level responsibility of the commission," he said.
Ndubi said there was visible evidence that rigging did occur during the election, and the Kriegler Commission should have been able to establish where such rigging occurred, by whom and to what extent.
The Kriegler Commission recommended a complete overhaul of the Kenyan Electoral Commission for its failure to conduct a legitimate election.
Ndubi said he agreed with the Kriegler Commission's conclusion that the electoral commission lacked the independence and capacity to conduct a legitimate election because of its appointment and composition.
But he said the electoral commission should have told the Kenyan people who might have benefited from such shortcomings.
"Indeed in the context of administration of accountability, the buck must stop with the electoral commission. However in whose favor was the rigging done? Who was the main beneficiary? Who promoted it? Who define the rigging? Who appointed those commissioners? Those types of questions will then redirect us to people who have higher culpable responsibility for the rigging," Ndubi said.

由中華民國對外貿易發展協會（TAITRA）及台灣區機器工業同業公會（TAMI）所舉辦的「2008年台北國際塑橡膠工業展覽會」將於9月18日至22日首次在南港展覽館隆重登場。兩年舉辦一次的「台北國際塑橡膠工業展」是國際間同類型展覽備受海內外買主關注的焦點，參展廠商逐年成長；TAIPEI PLAS 2004有343家國內外廠商，使用1,818個攤位，到了TAIPEI PLAS 2006迅速成長為376家國內外廠商、2,028個攤位，參與的國家包括美國、德國、中國大陸、香港、泰國、新加坡、日本、韓國、愛爾蘭及卡達等，國際化程度達20.47%。本屆合計有429家國內外廠商報名，使用2,466個攤位，家數及攤位數各較上屆成長14%及22%；其中外商有96家共236個攤位，規模再創新高。

第11屆「台北國際塑橡膠工業展覽會」將展出包括多色射出成型機（Multi-Color Injection Molding Machine）、全程採用電子控制的全電式射出成型機（All Electric Injection Molding Machine），以及射出零件或產品厚度更輕薄、細小的微細射出成型機（Precision Micro Injection Molding Machine）等各款塑橡膠機械產品。另外富強鑫、台中精機、百塑、銓寶等廠商亦將展示由工研院機械所輔導開發的最新全電式塑膠射出機與吹瓶機，引領台灣躍升高階塑膠機械產國，帶動雄厚商機。本屆展覽預計將吸引超過2,500名國外參觀者及15,000名國內業者前來參觀採購。

一個仍在實驗階段的藥物，為前列腺癌的晚期病人帶來新的希望。
一年前，赫布·霍夫曼因為晚期前列腺癌而忍受著極大的痛苦。他變得非常虛弱，幾乎無法下床。後來他開始服用一種叫做艾伯雷特朗(abiraterone) 的新藥。“毫無疑問，這種藥改變了我的生活。”
在對門診病人進行的一個小規模的實驗中，參加試驗的全部是前列腺癌晚期患者，其中百分之75的患者發現惡性腫瘤縮小了，壽命延長了一倍。

下一步就是進行大規模的國際性實驗。醫生們也希望知道，他們是否能使用艾伯雷特朗這項藥物，來提高早期前列腺癌的治愈率。

最近在芝加哥舉行的國際老年癡呆症研討會上，傳出了令人們振奮的新聞。兩項初步研究顯示，一種抗過敏藥物和一種噴鼻劑可以治療老年癡呆症。但是研究人員說，生活方式和遺傳因素仍然是患老年癡呆症的重要原因。
卡倫·亨斯于2007年被診斷出患了老年癡呆症。她說：“非常痛苦， 我不能像以前那樣做事，真的很難過。我以前可以去看看孫子們，跟他們一起玩，照看他們，現在不行了。”
亨斯只是世界上至少一千八百萬這種致命疾病患者當中的一個。老年癡呆症破壞人的記憶、思維和判斷力，而且無法防止病情惡化。但是研究人員對兩種藥物抱有希望。第一種叫做“迪馬班(DIMEBNON)”，它最初在俄羅斯開始使用，是一種抗過敏的抗組胺劑。
美國老年癡呆症協會的薩姆·甘迪醫生說：“我非常驚喜地看到它對病人的認知能力、記憶力和日常生活能力的作用，不僅很明顯，而且效果還隨著時間增進。”
120名老年癡呆症的初期患者參與了新藥“迪馬班”的研究過程。在一年研究期的頭六個月裏，服用該藥物的病人的腦力檢查出現明顯改善，而未服藥的病人情況惡化。服藥一年後，療效顯著，不象目前市場上銷售的其他藥物，在服用幾個月之後就失去療效。
另外一種是叫做AL-108的噴鼻劑，也顯示出延緩智力喪失的潛在療效。研究人員相信，它甚至可能增進記憶力。在梅奧老年癡呆症中心主持這項研究工作的羅納德·彼德森醫生說，AL-120可以攻擊腦部的纖維束。“實際上，它可以阻止纖維束的形成，而保護了腦部可能被纖維束破壞的部分。”
在這兩種藥物被正式批准使用之前，還要做更進一步的實驗。
其他的研究顯示，生活方式和性格特徵，也會帶來腦力衰退。未婚和在中年時期缺乏伴侶的人，患老年癡呆症的風險比較高。但是，不斷思考個人問題，能降低風險。
雖然，人們無法改變自己的年齡和遺傳因素，但是老年癡呆症的專家們建議，更健康的生活方式可以延緩疾病的發生。事實顯示，體力和腦力活動可以減低晚年患老年癡呆症的可能。

“山洞人”制出高度精密影像
卡爾加裏大學“視覺基因組合太陽中心”正在研發中的一項新的工具，有一天將會被醫生用來查看病人體內的情況。
一個名為“山洞人”的先進電腦程式，制出了高度精密的影像。病人可以進入一個被稱為“山洞”的房間，帶上一副特殊的眼鏡，然後人體內各種器官的圖像就浮現在你眼前。卡爾加裏大學的研究小組說，這些圖片比市場上的任何圖片都要精密十倍，這種技術終有一天將被用於顯示病人體內的器官。
該項目的科學家保羅·戈登說：“你讓病人趴在這張臺上，你就能看到他的頸部的核磁共振影像。”
戈登說，這項新技術將對醫學院的學生和病人都有好處。也許有一天，醫生們能夠在手術前檢查脊椎的損傷情況。“我會挑出一節脊椎，作更仔細的檢查。”
醫生可以通過控制器將人體圖像拉近放大。克裏斯多夫·森森負責指導這個研究小組。 他說：“電腦會知道你在房間裏的位置，並在你的四週映出完美的畫面。”
該項目的科學家保羅·戈登說：“如果我們檢查軟組織的損傷情況，我們就提取頸部肌肉的影像。或者， 如果體內器官有問題，我們也可以看到。”
這種設備可以詳細檢查體內三千多個部位。這項技術使俄亥俄州克利夫蘭診所的放射科醫生史考特·弗拉姆感到興奮。“如果你能讓病人看到三維活動圖像，就比一張靜態畫面更容易讓病人了解病情。”

全世界每年死於子宮頸癌的婦女多達23萬人。但是，哪些人應該接種昂貴的預防子宮頸癌的疫苗？是否值得接種？
新力亞.西恩的大女兒接種了子宮頸癌疫苗“加德西”(Gardasil) 。西恩說，她的小女兒遲早也會接種的，“因為這是防止她患子宮頸癌的一個辦法。”
過去兩年來，在全球範圍內共銷售了3千萬劑這種預防子宮頸癌疫苗。
還有一種疫苗就叫做“子宮頸癌疫苗”(Cervarix)。
但是現在，美國哈佛大學公共衛生學院的一項研究提出了一些非常嚴重的問題。例如，這些疫苗價格昂貴；在發達國家裏，死於子宮頸癌的婦女很少；而發展中國家的婦女難以支付昂貴的疫苗費用。
這項研究顯示，如果在女孩開始有性行為之前就接種這種疫苗，而且疫苗終生有效的話，那就是物有所值。但是，研究對20歲以上女性接種疫苗的價值表示懷疑。
生產“加德西”疫苗的默克藥廠建議，接種疫苗的女性年齡可以高達26歲，並且表示，即使超過了這個年齡，但如果沒有感染過乳頭瘤病毒的人也應該有效。
有些醫生擔心，接種了子宮頸癌疫苗的婦女可能不再作常規婦科檢查。美國達特茅斯學院的戴安娜.哈珀博士說：“大部分的資訊給人們帶來誤解，他們以為，如果接種了加德西疫苗，就會終生受到保護。這是錯誤的。”
默克公司說，醫生應該告訴病人，疫苗不可能代替預防子宮頸癌的常軌檢查。
雖然這種疫苗是針對乳頭瘤病毒的，但是研究人員還需要幾十年的時間才能知道它的效果究竟能維持多久。預防子宮頸癌疫苗的臨床試驗只進行了六年半的時間，只有時間才能最終檢驗出它的效果。

一些幼兒時期的疾病難以被發現，對於川崎症來講也是如此。川崎症是以發現這一疾病的日本醫生的名字命名的。如果不加治療，川崎症可能會讓患者喪生。現在，正在測試一種新的療法，以對付這種疾病的抗藥性。
伊萊賈.本德最近被診斷出患有川崎症，他發燒，全身出疹子，這是川崎症的症狀。這種症狀讓他的父母安德烈婭.斯特林和斯坦利.本德覺得似曾相識。伊萊賈的母親說：“發病大約第5天，我就想到這一點。我看到許多相似之處。”
原來，11年前，伊萊賈的姐姐就曾被診斷出患有川崎症。
沒有預防川崎症的方法，也沒人知道它的病因。據估計在美國，10萬名5歲以下的幼兒當中就有10人得過川崎症。雖然各個族裔都有患川崎症的病例，但有亞洲背景的兒童得這種病的最多。
得川崎症的男孩兒比女孩兒多。患這種病時，動脈，包括冠狀動脈會發炎。大多數兒童康復後沒有後遺症，然而，川崎症可以引發嚴重的心臟病和關節受損。
簡.伯恩斯醫生是聖迭哥的川崎症研究中心負責人。她說，前來診斷的兒童人數每年都在上升。“我認為，這是因為我們在社區的教育工作增加了公眾以及醫生對這種疾病的意識。”
常見的療法中包括用阿斯匹林退燒和用丙種球蛋白降低冠狀動脈病變的風險。可是有時像伊萊賈這樣的病人，他們對這些藥物有抗藥性。
因此，伯恩斯醫生轉而使用一種叫做Remicade的新藥，目前正在拉迪兒童醫院進行測試。“這種藥極為安全，在使用中沒有引發任何並發癥。”
伊萊賈經過幾個小時的治療後病情就開始好轉，這使他的父母感到如釋重負。伊萊賈的父親說：“我很感激。我是說，沒有任何言語可以表達我們此刻的心情。”
儘管川崎症無法預防，但就連最具抗藥性的一些川崎症病例現在也可以治療了。

美聯儲接管美國保險業巨頭美國國際集團的消息對美國市場產生巨大震動。投資人擔心，這個救助行動可能暗示，金融問題的嚴重程度可能遠遠超過人們的估計。這種恐慌再次觸發市場大滑坡。與此同時，人們對美國政府這次的救助行動本身再次提出批評。
*重手再救市 市場更擔心*
美聯儲在拒絕救助華爾街投行雷曼兄弟兩天之後，轉而決定向美國最大的保險公司美國國際集團提供850億美元的緊急貸款，避免該公司的倒閉。這是美聯儲繼今年3月出手救助貝爾斯登、9月接管兩大房貸融資公司房利美和房地美之後採取的另一空前的救市行動。
不過，這個行動公佈以後，市場不僅沒有為此感到少許的安慰，反而對目前美國金融體系存在的問題究竟有多嚴重感到更加不安。美國股市三大股指的跌幅都超過了百分之四。其中納斯達克綜合指數的跌幅突破100點，是多年來從來沒有過的。
除了市場的動蕩以外，專家們對政府直接出手救助美國國際集團的做法再次提出了質疑。
美聯儲的理由是，美國國際集團如果突然倒閉會給已經非常敏感的金融市場和經濟造成損害。它還會導致借貸成本的大幅度增加，減少家庭財富和損害已經很脆弱的經濟增長。
*支援者：AIG太大不能倒*
美國經濟戰略諮詢公司納羅夫經濟顧問的創辦人兼董事長納羅夫對美聯儲接管美國國際集團的舉動表示支援。他在接受美國之音採訪時表示，美聯儲在目前的情況下別無選擇。
他說：“美聯儲的確不想再救助別的公司。但是他們意識到，在美國，有些公司就是太大而不能讓他們倒閉。這些公司與美國以及世界各地其他公司之間的財務和商業關係網如此複雜和龐大，它們的倒閉給金融體系的運作帶來的麻煩如此之大，以至於對它們進行接管要比讓它們破產要更好。我認為，美國國際集團的情況就是這樣。”
*反對者：政府救助會鼓勵賭徒*
不過，卡內基梅隆大學的經濟學教授勒瑞克則反對美聯儲出面救市，因為這會鼓勵公司在今後做出更多不負責任的事情。他對美國之音表示：
“救助的問題在於，第一，你現在使納稅人對可能的損失承擔責任；第二而且更重要的是，你增加了在今後出現很多貝爾斯登式危機的可能性，因為市場現在會說，我們現在的這種遊戲很好。這就像我們有一個賭場，它的規定是，如果你贏了，贏的錢歸你，如果輸了，你不出錢，因為政府會出面救助我們。這樣的話，大家都會跑到這個賭場並且下很大的賭注，但是這個賭場會破產。”
根據有關統計，從美國政府出資300億美元安排摩根大通收購貝爾斯登，到接管房地美和房利美、到現在給美國國際集團提供緊急貸款，以及其他各種救助行動，總共可能會給納稅人帶來9千多億美元的負擔。
*早期報警者：別讓贏利私有化而損失社會化*
在幾年前就準確預計到次貸危機爆發的美國紐約大學商學院的經濟學教授魯比尼從一開始就反對政府救市。在政府接管房利美和房地美的時候，魯比尼在接受彭博新聞社的電視採訪時表示：
“在金融市場存在一個系統性的道德風險。這是將贏利私有化以及將損失社會化。在目前，這是不顧後果，而不是一個正確的行動計劃。”
同時也是魯比尼全球經濟諮詢公司董事長的魯比尼認為，政府現在對美國國際集團的接管基本上是延續利潤私有化以及損失社會化的這種系統。他表示，汽車製造商、航空公司以及其他正在掙扎之中的企業無疑都會要求政府的幫助。
*納羅夫反駁後患論*
納羅夫經濟顧問的董事長納羅夫認為，美國政府在目前狀況下採取的救市行動並不會成為正常情況下的一個模式。
他說：“毫無疑問，那些有問題而且看到政府在出手幫助其他行業的部門會要求政府幫助他們。但是這不見得意味著政府會採取干預行動。如果克萊斯勒、福特或是通用汽車公司破產，它們對經濟造成的影響是否同美國國際集團倒閉給經濟造成的影響一樣大呢？這個問題的答案很可能是否定的。”
納羅夫指出，美聯儲對美國國際集團的接管與支撐一家公司之間存在區別。他表示，美聯儲對這次接管附加很多條件的做法不會鼓勵別的公司採取不負責任的行為。
他說：“這不是製造新的道德風險，即把公司做大然後可以不負責任。它發出的資訊是，如果你的公司很大而且變得不負責任，公司可能不會破產，但是公司管理層和股東可能會失去他們所擁有的大部分財產。”
目前在美國企業研究所研究國際金融危機的訪問學者勒瑞克以及納羅夫都表示，很難說美國的金融危機最糟糕的時候已經過去了。他們認為，只有在美國房屋市場開始穩定下來，金融危機才可能開始得到緩解。

U.S. President George Bush hosted a White House dinner breaking the fast of the Muslim holy month of Ramadan. VOA White House Correspondent Scott Stearns has the story.

This was the president's eighth Iftaar dinner in eight years at the White House. Mr. Bush gave thanks for the many ways that Muslim Americans enrich the lives of all Americans.
"One of the great strengths of our nation is its religious diversity. Americans practice many different faiths. We all share a belief in the right to worship freely. We reject bigotry in all its forms. And over the past eight years, my administration has been proud to work closely with Muslim Americans to promote justice and tolerance of all faiths," he said.
The president singled out some of those attending the Iftaar dinner, including those who have worked on America's space program as well as those who have made advances in health care and technology.
"Muslim thinkers and scientists have advanced the frontiers of human knowledge. People of all faiths have benefited from the achievements of Muslims in fields from philosophy and poetry to mathematics and medicine. At the beginning of a new century, Muslims in the United States are continuing this proud tradition of innovation and inventio," he said.
The president said the United States has partnered with Muslims around the world to spread freedom. "We are helping the people of Iraq and Afghanistan build free societies after decades of tyranny. And during the month of reflection, we will remember all the brave Muslim Americans who wear the uniform of the United States armed forces. They represent the best of our nation. I am honored to be their Commander-in-Chief," he said.
The president was joined in the State Dining Room by guests who included Kuwaiti Prime Minister Sheikh Nassar Muhammad al-Ahmad al-Sabah. The Kuwaiti News Agency reports the prime minister is in Washington for a range of talks including the future of four Kuwaitis held as suspected terrorists at the U.S. military detention center at Guantanamo Bay.
U.S. Army Military Chaplin Abdullah Hulwe offered the evening's prayer, asking God to grant those present the strength to meet all dangers with courage and wisdom and all occasions with discipline and loyalty.
"Help us to use our fasting as an instrument for the betterment of all humanity and peace throughout the world. We thank you for the strength of character that Ramadan gives us. Help us to use it to defend and preserve liberty with all righteousness with peace as the supreme desire of our hearts," he said.
More than one billion Muslims around the world celebrate the holy month of Ramadan with fasting, prayer, and acts of charity. The holiday marks the revelation of God's word in the Holy Koran to the prophet Mohammad.

Israeli Foreign Minister Tzipi Livni could become Israel's first woman prime minister in 34 years after apparently winning the leadership of the ruling Kadima Party on Wednesday.
Livni already is the most powerful woman in the country, having served as foreign minister since 2006. The 50-year old also is Israel's lead negotiator in peace talks with the Palestinians that resumed last November.
Livni must form a new coalition within several weeks of Prime Minister Ehud Olmert's resignation, which is expected in the coming days.
If Livni succeeds, she will be sworn in as Mr. Olmert's successor. If she fails, she will have to compete in a parliamentary election that polls suggest would be a close contest with Israeli opposition leader Benjamin Netanyahu.
Before entering politics, Livni worked for the Mossad, Israel's secret service agency, and practiced law in a private firm for 10 years.
Golda Meir served as Israel's first and only woman prime minister to date from 1969 to 1974.
Livni was first elected to the Israeli parliament, the Knesset, in 1999 as a member of the right-wing Likud party. She become a cabinet minister in 2001, and held several portfolios in the following years, including the Justice ministry.
In November 2005, she joined former Israeli prime minister Ariel Sharon in quitting the Likud party to form the new centrist party, Kadima. Before Sharon fell into a coma in January 2006, he gave Livni the role of foreign minister in his caretaker government.
Livni's departure from the Likud marked a significant break with her nationalistic heritage.
Her father, Eitan Livni, was a legendary member of the Jewish rebel movement, the Irgun, that fought British troops in Palestine in the 1940s. He was jailed by the British for sabotaging railway lines and other strategic installations.
After Israel's War of Independence, Eitan Livni joined the Herut party, a forerunner of the Likud, and served three terms as a Knesset member.

A senior U.S. official says Moscow's decision to invade Georgia is having a major impact on the Russian economy with financial markets losing nearly a third of their value. VOA correspondent Meredith Buel has details from Washington.

U.S. Under Secretary of State for Political Affairs, William Burns, told members of Congress that Russia's five-day war with Georgia last month was filled with mistakes and miscalculations on all sides.
"Georgia's decision to use force to reassert its sovereignty over South Ossetia, against our strong and repeated warnings, was short-sighted and ill-advised," said William Burns. "But there was no justification for Russia's disproportionate response, for its provocative behavior in the run-up to the crisis, or for sending its military across international boundaries to attack Georgia and seek to dismember a sovereign country."
Burns told Senators on the Foreign Relations Committee that Russians are paying a considerable price for the country's military action against Georgia.
"In many ways the most damaging consequences thus far for Russia have been self-inflicted economic and political wounds," he said. "Since August 7th investor confidence has plummeted. At least in part because of the Georgia crisis, Russian financial markets have lost nearly a third of their value, with losses in market capitalization of hundreds of billions of dollars."
Burns says capital is fleeing Russia and points out the ruble has depreciated by nearly 10 percent since the conflict in Georgia began.
He says Russia needs to abide by its commitments to an internationally brokered cease-fire and withdraw most of its forces from Georgia's separatist regions of South Ossetia and Abkhazia.
Burns says as the result of the Russian military action the U.S. has pulled out of an agreement with Moscow for civilian nuclear cooperation and suspended bi-lateral military programs.
Senator Chris Dodd, who was presiding over the Senate hearing, agreed Russia is paying some real costs for its behavior.
"If Russia does not reestablish a reputation as a country that abides by the rules, both at home and abroad, then it may sacrifice both its international standing and, I might add, its economic success," said Senator Dodd.
Georgia's August offensive to regain control of South Ossetia from Moscow-based separatists prompted a massive retaliatory thrust by Russia into Georgian territory.
Russia argues it repelled Georgian troops to protect thousands of people who were granted Russian citizenship following the collapse of the Soviet Union.

Asian markets across the board are sharply lower Thursday as the fallout continues over the worsening U.S. economy.
Tokyo's Nikkei index closed more than two percent lower while Hong Kong's Hang Seng index was down more than seven percent in early afternoon trading.
The turmoil is also affecting oil prices, with trading for light crude oil dropping to 96 dollars a barrel in Singapore.

The Bush administration's $85-billion emergency loan Wednesday to the world's biggest insurance company, American International Group was not enough to keep major stock indexes from falling.
The U.S. central bank authorized the AIG loan late Tuesday to prevent a "disorderly failure" of the insurance giant that could make troubled financial markets worse. AIG nearly collapsed after major losses in the housing crisis.
Another institution plagued by mortgage losses, Washington Mutual, is reported to have put itself up for sale. News reports late Wednesday said potential buyers of the Seattle-based bank include Citigroup and Wells Fargo.
And London-based Lloyds TSB has reached a deal to buy Halifax Bank of Scotland ,HBOS, for nearly $22 billion. Shares of HBOS have plummeted in recent days.
The White House says President Bush is canceling a planned trip to Alabama and Florida Thursday to consult with his economic advisors on the crisis on Wall Street.
Banks remain concerned, and their reluctance to lend money could hamper the flow of loans needed to keep the economy flowing smoothly.
Central banks in Europe, Asia, and the United States have tried to keep loans flowing by putting billions of dollars into financial markets.

A new session of the United Nations General Assembly has opened in New York, with a sharp attack on the United States by the assembly's president, former Nicaraguan foreign minister Miguel d'Escoto Brockmann. VOA's Walter Wisniewski reports from our New York newscenter.
The past year's General Assembly of the United Nations has come to a close, and the new, 63rd session of the General Assembly is now formally open. World leaders will address the annual U.N. meeting next week, but the Assembly's incoming president caught diplomats' attention Tuesday with his opening remarks, a scathing attack on U.S. policies.

The General Assembly president, former Nicaraguan Foreign Minister Miguel d'Escoto Brockmann, mentioned the United States by name only a few times, but made it clear who his target was.
D'Escoto says it is "undeniable" that some members of the Security Council have "an addiction to war," and he says they are threatening international peace and security. In a scarcely veiled reference to President George W. Bush's administration, d'Escoto also said no nation has the right "to decide on its own which states are sponsors of terrorism, and which are not."
"By now, over 1.2 million people have died as a direct consequence of that aggression and occupation," d'Escoto said about the U.S.-led war in Iraq.
The 75-year-old diplomat, who is a Roman Catholic priest, told reporters later he intends to try to reform the U.N. to give the 192-member General Assembly a stronger role, compared to the Security Council, whose permanent members - the United States, Russia, China, France and Britain - have veto power over U.N. decisions.
D'Escoto says the world has changed since 1945, when the United Nations was founded, but the U.N. has not kept pace. He predicts "soul-searching" and frank debate at the General Assembly in the weeks and months to come.
"This will be an interesting year, and I will be making an appeal from the very depth of my heart and my experience," he said.
D'Escoto used spiritual terms in his opening speech, which he addressed to "my dear brothers and sisters" from all over the world. Asked about the significance of his dual role as General Assembly president and also a priest, he tried to deflect the comment with a joke.
"I'm also the oldest and the most decrepit [laughter], healthwise, and I know that. But will I, therefore, because I am a priest, pay particular attention to interfaith dialogue?" he asked. "That's already on the agenda. This is something that I have spoken about quite a bit with the secretary-general, and he is asking me to join him in this effort."
He was asked about his scheduled appearance at a forum next week together with Iran's President Mahmoud Ahmadinejad, who has called for Israel's destruction several times. D'Escoto says he does not feel it is inappropriate for him to take part.
"Obviously, if I am here talking about brotherhood and sisterhood, I don't want anyone to be wiped off the map - not even any individual, much less a state," he said.
He also pretended not to hear when another reporter asked whether he would condemn Russia's military action against Georgia last month constituted an act of aggression. D'Escoto, who has embraced leftist policies for decades, said he did feel that any act of aggression in the Caucasus region was committed by Georgia, against South Ossetia.
Heads of state and government will be streaming into New York over the next few days, before the General Assembly's traditional round of speeches by each leader begins next Tuesday.

The Kriegler Commission which was set up to look into the conduct of last December's controversial and violent general election in Kenya has presented its final report to President Mwai Kibaki. In excerpts published in local Kenyan media, the commission says last December's election was marred by bribery, vote buying and intimidation making it impossible for any candidate to claim victory.
The Kriegler Commission recommends a total overhaul of the Kenyan Electoral Commission for failing to conduct a legitimate election.
Human Rights lawyer Harun Ndubi is with the organization Kenyans for Peace with Truth and Justice. He told he's not surprised by the commission's findings that the election lacked credibility and integrity. But Ndubi said he would have loved for the commission to be clear about who in government was responsible for the irregularities.
"I think there are certain questions about the Kriegler Commission itself and more importantly and Mr. Johann Kriegler as a person and the interpretation of his mandate. I think the commission may have gone an extra mile to think the entire election activity was shrouded in incompetence and big problems that have made it difficult to say who exactly won the election. But I think this is a view that Mr. Johann Kriegler himself decided to uphold from the time he was appointed. I therefore do not accept that finding that it was impossible to say that the election would have been won one way or the other," he said.
Kenyan Electoral Commission Chairman Samuel Kivuitu said last month that there were discrepancies in the vote tallies from a number of constituencies.
Yet Kriegler Commission members disagreed on claims that there was vote rigging at national tally centers.
Ndubi sees contradiction between Electoral Commission Chairman Kivuitu and the Kriegler Commission's claim that there was no rigging.
"The proposition by the commission is highly contradictory. On the hand it suggests that there were problems about the appointment of commissioners, but they can't say who was responsible for the rigging. Two, they tried in some very unclear way, to create a distinction between the role and function of various commissioners. They are trying to blame commission officials at the lower level, but try to clear the higher level responsibility of the commission," he said.
Ndubi said there was visible evidence that rigging did occur during the election, and the Kriegler Commission should have been able to establish where such rigging occurred, by whom and to what extent.
The Kriegler Commission recommended a complete overhaul of the Kenyan Electoral Commission for its failure to conduct a legitimate election.
Ndubi said he agreed with the Kriegler Commission's conclusion that the electoral commission lacked the independence and capacity to conduct a legitimate election because of its appointment and composition.
But he said the electoral commission should have told the Kenyan people who might have benefited from such shortcomings.
"Indeed in the context of administration of accountability, the buck must stop with the electoral commission. However in whose favor was the rigging done? Who was the main beneficiary? Who promoted it? Who define the rigging? Who appointed those commissioners? Those types of questions will then redirect us to people who have higher culpable responsibility for the rigging," Ndubi said.

為建構國外駐台經貿機構與國內環保業者互動平台，以利彼此掌握與媒合國內外環保產業商機，經濟部工業局乃於本（97）年8月28日，假德國在台文化中心舉辦「國外駐台經貿代表與國內環保業者座談會」，希望透過座談之方式，提供國內外環保相關代表一個雙向交流的平台。
本座談會之舉辦係屬國內首創，在國外駐台機構方面計有德國、加拿大、芬蘭、美國、英國、澳大利亞、荷蘭及外馬來西亞等8個國家與會，國內業界代表則有環保相關公會及業界指標性廠商代表參加。當日之座談主題則區分為環保資源組及能源服務組分別進行討論，依當日討論結論可知，雙方咸認本項座談交流成果豐碩並應以常態性方式持續進行；至於在環保商務交流方面，德國、加拿大及芬蘭等國希望為其再生能源設備商尋找台灣合作的商機，至於美國、英國、澳大利亞及荷蘭則以引進該國技術，搭配國內顧問機構或製造商進行環保資源合作方案。另外馬來西亞則是正在大力推動該國發展資源回收工作，因此希望尋求台灣的技術合作伙伴。
由於本次座談會互動熱烈，未來工業局將擴大範圍至其他58個國外駐台經貿機構，逐步就區域分佈及環保需求，分別建構常態性之交流平台。在個別之平台建置完成後，將依據彼此關注之商務焦點進行廠商對廠商之接觸，並進一步開拓建立實質合作之伙伴關係。由於商務交流之基礎係建構立於工業局與國外駐台經貿單位之合作，未來個別廠商之經貿合作亦可透過國家間之工業合作模式提昇合作之層次，達成促進經貿外交之目標。

由中華民國對外貿易發展協會（TAITRA）及台灣區機器工業同業公會（TAMI）所舉辦的「2008年台北國際塑橡膠工業展覽會」將於9月18日至22日首次在南港展覽館隆重登場。兩年舉辦一次的「台北國際塑橡膠工業展」是國際間同類型展覽備受海內外買主關注的焦點，參展廠商逐年成長；TAIPEI PLAS 2004有343家國內外廠商，使用1,818個攤位，到了TAIPEI PLAS 2006迅速成長為376家國內外廠商、2,028個攤位，參與的國家包括美國、德國、中國大陸、香港、泰國、新加坡、日本、韓國、愛爾蘭及卡達等，國際化程度達20.47%。本屆合計有429家國內外廠商報名，使用2,466個攤位，家數及攤位數各較上屆成長14%及22%；其中外商有96家共236個攤位，規模再創新高。
「台北國際塑橡膠工業展」累計10屆共20年的展出經驗，已成為亞洲塑橡膠業界的年度盛會。參展廠商方面，知名大廠包括峰明、光興、震錩、元運、鼎坤、華嶸、超群、龍盟、台灣精銳、瑋禮、鳳記、台中精機、百塑、世紀、博世力士樂、康耐爾等均全員到齊，建立亞洲地區絕佳的國際塑橡膠貿易平台，締造豐沛商機。
台灣塑橡膠機械業現況
台灣塑橡膠機械產業有35年歷史，目前約有200至250家塑橡膠機械製造商，產品品質優良，價格具競爭力，研發水準在中、韓之上，直逼、歐、美、日本，向來深受國內外買主重視。2007年台灣塑橡膠機械生產值估算為新台幣402億元，與2006年相比成長8.0%，與德國、日本、義大利、美國、中國大陸並列全球主要塑橡膠機械生產國。同年出口值達10億380萬美元，較2006年成長6.9%，最大出口市場為香港與中國大陸，金額達3億7,890萬美元，佔出口總額
37.7%。進口總額為3億1,055萬美元，最大進口來源為日本，金額達1億1,359萬美元，佔進口值36.9%，次則是德國金額達7,576萬美元，佔24.4%，大陸與香港排名第三位，金額達4,596 萬美元，佔14.8%；日本、德國、大陸、美國等四個國家，合計佔總進口值之84%左右。台灣塑橡膠機械主力產品為射出成型機、押出成型機、中空成型機類，餘依序則是真空成型機、熱壓成型機、輪胎製造機械及其他特殊成型專用機械等。
第11屆「台北國際塑橡膠工業展覽會」將展出包括多色射出成型機（Multi-Color Injection Molding Machine）、全程採用電子控制的全電式射出成型機（All Electric Injection Molding Machine），以及射出零件或產品厚度更輕薄、細小的微細射出成型機（Precision Micro Injection Molding Machine）等各款塑橡膠機械產品。另外富強鑫、台中精機、百塑、銓寶等廠商亦將展示由工研院機械所輔導開發的最新全電式塑膠射出機與吹瓶機，引領台灣躍升高階塑膠機械產國，帶動雄厚商機。本屆展覽預計將吸引超過2,500名國外參觀者及15,000名國內業者前來參觀採購。
多元周邊活動 展會再加值
