2008戰牆--決戰亞洲塗鴉客【台灣區決賽】記者會

「戰牆--決戰亞洲塗鴉客 」(Wall Lords)是台灣少年權益與福利促進聯盟今年首度舉辦之跨國性塗鴉比賽,台少盟希望為塗鴉文化愛好者提供一個交流的平台,透過舉辦國際性塗鴉競賽,讓台灣青年塗鴉藝術家能進行國際交流,並提升台灣塗鴉藝術能見度,也讓國人對塗鴉的破壞性印象之外,能夠有更多元之認識。

這次每隊參賽者必須依此主題在一天內完成三項艱難的塗鴉挑戰,包括必須於九小時內完成約50公尺長的牆面塗鴉,其中兩項Throw-up(泡泡字)以及Handstyle(簽名的技巧),參賽者則必須在2分鐘內快速完成外,更須兼具美術技巧與風格,因此是個具有國際水準與充滿挑戰性的創意競賽。其中一項競速比賽Throw-up(泡泡字)將於記者會時同步進行,現場將有豐富畫面,歡迎蒞臨採訪。

網路服務調查 E化政府最熱門(2008/8/22)

網路無遠弗屆提供的服務包羅萬象,不管食、衣、住、行通通能上網搞定。台灣的網路人口越來越多,其中在無線上網的使用率也逐年攀升,調查顯示,超過七成的人,最近半年內曾使用過無線網路,另外在網路提供的服務中,網友最喜歡電子化政府服務。(陳奕華報導)

根據台灣網路資訊中心,公佈2008年「台灣無線網路使用」調查結果,目前台灣地區約有2成(20.27%,401萬人)民眾使用無線上網,使用無線上網的設備是以「筆記型電腦或PDA」占的比例最高,至於透過民眾對網路服務的需求度及生活提升度分析中,網友最愛的是「電子化政府服務」。

輔仁大學統計系教授梁德馨:「我們研究發現電子化政府滿意度其實在各項E化中最高的。很多民眾都認為現在可以網路報稅、網路查詢資料,想要查資訊部用到戶政事務所、相關政府單位就可以查詢,近幾年這方面很多民眾都覺得很friendly。」

除了「電子化政府服務」外,「網際網路」、「網路查詢資料」、「電子郵件」、「即時通訊」也列入「熱門明星服務」,不過「線上遊戲」卻是唯一被列為可有可無的服務,但是如果以民眾對網路費用使用狀況分析,民眾對於行動設備上網的價格最不滿意。

美國總統布希在跟巴基斯坦總理吉拉尼的電話交談中向巴基斯坦人民表示聲援。布希稍早還跟巴基斯坦前總統穆沙拉伕進行了電話交談。

布希總統跟吉拉尼和穆沙拉伕分別進行電話交談之前,巴基斯坦發生了一系列自殺式炸彈爆炸,而幾天前穆沙拉伕剛剛辭去總統職務。

*承諾與巴政府共同打擊極端分子*

最新這輪炸彈爆炸事件星期四發生在離巴基斯坦首都伊斯蘭堡不遠的一家主要兵工廠。爆炸造成幾十人喪生,還有幾十人受重傷,因此死亡人數預計還會上升。

這兩起自殺式炸彈爆炸事件是巴基斯坦近年來造成死傷最多的襲擊事件,巴基斯坦塔利班激進份子宣稱對襲擊負責。

美國白宮發言人約翰德羅說,布希總統在電話交談中對遇難者向巴基斯坦總理吉拉尼表示哀悼。約翰德羅說,布希告訴吉拉尼,策劃這輪襲擊事件的極端分子不僅對巴基斯坦和美國構成威脅,而且對全世界構成威脅。

約翰德羅說:“布希總統向吉拉尼總理表示要和巴基斯坦政府一道打擊極端分子,幫助巴基斯坦渡過目前的經濟難關的決心。”

*感謝穆沙拉伕反恐努力*

約翰德羅在德克薩斯州布希總統的牧場附近對記者講話時說,布希總統還向吉拉尼簡要介紹了他當天早些時候跟穆沙拉伕電話交談的情況。

約翰德羅說:“布希總統告知吉拉尼總理當天上午他剛剛跟前總統穆沙拉伕通過電話,布希總統祝穆沙拉伕一切安好,並感謝他為巴基斯坦民主過渡以及為打擊基地和極端分子組織做出的努力。”

穆沙拉伕為了避免受到彈劾而在星期一宣佈辭職。布希總統經常把穆沙拉伕稱為反恐戰爭中的堅定盟友。不過,近幾個月來,美國認為巴基斯坦沒有盡全力追剿阿富汗邊界地形複雜地區的極端分子和恐怖分子,對此感到關注。

上述最新的襲擊事件可能會對吉拉尼政府是否願意打擊恐怖分子提供一些線索。巴基斯坦塔利班組織的發言人宣稱,星期四的自殺式炸彈爆炸是對巴基斯坦政府在邊界地區軍事行動的報復。

Tropical Storm Fay has come ashore on the Florida coast for a third time since Monday, bringing more of the torrential rain that has flooded hundreds of homes and prompted numerous evacuations.

Fay began moving west across mainland Florida Thursday, after stalling along the northeast Atlantic coast for hours, lashing the area with rain.

President George Bush has declared an emergency for the waterlogged state, authorizing federal authorities to coordinate disaster relief efforts. The move came after Florida Governor Charlie Crist asked the federal government to declare the state a disaster area.

People in flooded regions have been warned to be on the lookout for alligators and snakes, which have been forced out of their habitats and into the waters because of the storm.

Fay passed over the Florida Keys on Monday before moving east across the mainland Tuesday and Wednesday.

The National Hurricane Center says Fay will drift slowly across northern Florida over the next day and will reach the state's western panhandle by late Friday or early Saturday.

The storm at last report had winds near 95 kilometers per hour. Fay is expected to weaken in the coming hours.

During an unannounced visit to Iraq Thursday, U.S. Secretary of State Condoleezza Rice met with her Iraqi counterpart and said the two sides are close to agreement on the withdrawal of U.S. troops from the country. Details from Aya Batrawy at our Middle East bureau in Cairo.

Speaking at a joint press conference in Baghdad with Iraq's Foreign Minister Hoshyar Zebari, U.S. Secretary of State Condoleezza Rice said that the two have agreed on "goals", and what she termed "an aspirational timetable" for the withdrawal of U.S. troops. But there are still some remaining issues to work out.

In her first visit since March, Rice was in Iraq for several hours - this time negotiating the deal that would govern the 140,000 U.S. troops in Iraq and replace a United Nations mandate for international forces there that expires at the end of the year .

In her meetings with Iraqi leaders, including Prime Minister Nouri al-Malaki., Rice was pushing for the withdrawal of U.S. troops from cities by the end of June of next year. On the Iraqi side, officials are said to be pushing for a full U.S. withdrawal from all of Iraq by 2011.

Rice said that the text will have to be agreed on by both sides before it is formally in place.

"The United States I think has shown great flexibility, I think the Iraqis have shown great flexibility and this is an excellent - will be - an excellent agreement when we finally have agreement, and I just want to emphasize we'll have agreement when we have agreement," said Condoleezza Rice. "So all of those stories and rumors that are in the newspapers about what the agreement says probably ought to be disregarded until you see a final agreement."

On the table for discussion was the level of immunity U.S. troops would have in Iraq and whether they would be under the jurisdiction of Iraqi law or that of the United States.

Already a spokesperson for the party of Muqtada al-Sadr, a powerful Shia cleric, denounced the prospective agreement.

While Maliki wants to show that U.S. troops will not remain in Iraq longer than needed, U.S. President George Bush has refused to set a schedule for the withdrawal of American forces, saying it would only incite more violence and send the wrong message to insurgents.

The State Department is raising the prospect of improvement in U.S. relations with Belarus following the release - in the span of less than a week - of three activists believed to have been the east European country's last political prisoners. A senior U.S. envoy has been sent to Minsk to meet Belarusian leaders. VOA's David Gollust reports from the State Department.


The State Department says there is a real possibility of significant improvement in the frosty U.S. relationship with Belarus, after that country freed the last three detainees viewed by Western governments as political prisoners.

Belarusian authorities Wednesday released two dissident figures -- businessman Sergei Parsyukevich and youth activist Andrei Kim - who had been jailed on charges stemming from a demonstration against government economic policies in April.

Their release came four days after the country's most prominent dissident figure, former opposition presidential candidate Alexander Kozulin, was also freed.

The United States and European Union, which have imposed sanctions against Belarus because of its human rights record, both welcomed the releases.

Late Wednesday, the State Department said Deputy Assistant Secretary of State for European and Eurasian Affairs David Merkel was being sent to Belarus for meetings with government officials and members of the opposition.

In a talk with reporters, State Department Deputy Spokesman Robert Wood said the prisoner release is a very positive step that will be taken into account as the relationship is reviewed.

"One of the concerns we've had all along with Belarus has been its holding of political prisoners," Wood said. "And obviously they've released the last of them, and that's going to be an important step in terms of how we look at the future of the relationship between the United States and Belarus."

Wood said he did not know if U.S. envoy Merkel, who arrived in Minsk Thursday, would meet President Alexander Lukashenko.

The Belarusian leader has ruled the former Soviet republic with an authoritarian hand since being elected president in 1994. But his government has been sending conciliatory signals to western government since a dispute with Russia over energy supplies early this year.

News reports have suggested the prisoner releases may reflect a desire by the Lukashenko government to distance itself from Moscow after Russia's intervention in Georgia.

Under questioning, Spokesman Wood declined to speculate about Belarusian motives but said the actions are welcome.

"I don't know but we certainly hope Belarus will look westward," he said. "But that, again, is something that is going to have to be determined by the Belarusian authorities. It's hard to say what they're thinking but again, we view very positively the fact that these prisoners were released."

Wood said all options in the bilateral relationship would be reviewed including the return of a U.S. ambassador to Minsk.

Former envoy Karen Stewart was withdrawn earlier this year after Belarus ordered cuts in the U.S. embassy staff to protest American sanctions.

Wood said U.S. officials remain concerned about the case of Emanuel Zeltser, a U.S. citizen sentenced to three years in prison in Belarus last August on charges of industrial espionage.

Another spokesman said U.S. officials have no way of gauging whether Zeltser received a fair trial because the proceedings were closed. He said the United States continues to demand consular access to Zeltser, who reportedly is in ill health.

Pakistan will hold a presidential election on September 6 to replace Pervez Musharraf, who resigned earlier this week before facing impeachment proceedings.

The country's Election Commission made the announcement Friday.

Mr. Musharraf's successor will be elected by the national parliament and provincial assemblies.

Lawmakers from the Pakistan People's Party, or PPP, want their leader Asif Ali Zardari to be the next president.

On Wednesday, the opposition Muttahida Qaumi Movement also said Zardari should be the country's newest leader. Zardari is the widower of the slain former Pakistani Prime Minister Benazir Bhutto.

Meanwhile, former Prime Minister Nawaz Sharif has threatened to quit the country's ruling coalition if judges fired by former President Musharraf are not immediately reinstated.

Pakistan's ruling coalition remained deadlocked on restoring the judges, after talks this week. Mr. Sharif has been adamant about reinstating the judiciary, but Zardari has been reluctant. If reinstated, the justices could take up challenges to a legal amnesty granted to PPP leaders on corruption charges.

Mexican Citizens Groups Pressure Government to Act on Crime

Violent crime continues to plague Mexico in spite of government efforts to fight drug smugglers, kidnappers and other organized crime groups. As VOA's Greg Flakus reports from Houston, some border towns have become open battlegrounds and citizens in some areas are taking the law into their own hands.

Shootings have become an almost daily occurrence in some Mexican cities along the US border. In Ciudad Juarez, just across the Rio Grande River from El Paso, Texas, gunmen are now threatening the Red Cross workers who come to the aid of shooting victims. Red Cross spokesmen say they had to suspend emergency operations after someone called them on their own radio frequency and threatened to kill rescue workers who came to the scene of a shooting.

Violence has claimed more than 780 people in the border city of about 1.3 million people so far this year. Most of the shootings result from turf wars between rival gangs, but some of the violence is directed at government police forces trying to stem the tide of crime.

Meantime, in Mexico City Thursday, governors from Mexico's 32 states, federal representatives and citizens' group leaders came together for an anti-crime summit. Government leaders have been scrambling in recent weeks to respond to outraged citizens fed up with the crime situation.

Ricardo Gonzalez Sada, who represents the business group COPARMEX, says much of the problem is the result of official corruption.

He says Mexico needs to end the corruption that exists in the police forces and completely overhaul its judicial system.

The crime that roused the passions of Mexican citizens to take action occurred a few weeks ago when kidnappers murder a 14-year-old boy even though his wealthy father had paid the ransom. This was only one of many recent cases in which kidnap victims have been mutilated, tortured and killed.

Mexican President Felipe Calderon has called for tougher sentences, including life in prison for certain categories of kidnapping. Other politicians have called for the death penalty. But critics say those measures are unlikely to help as long as police are either too corrupt or inept to solve the crimes.

According to the Mexican Attorney General's office, kidnappings are up more than nine percent this year, averaging 65 per month nationwide, but independent groups say the actual number is much higher. Many victims never report the crime because police are often the ones doing the kidnapping.

In one town near Mexico City this week a crowd of over 100 people savagely beat two men whom they suspected of being criminals engaged in kidnapping. Local authorities managed to rescue them from the mob and handed them over to state police.

Citizens groups are planning a march in Mexico City and other large cities for August 30. One of the organizers, Elias Kuri, warns politicians not to exploit the march for their own political ends.

He says this is a citizens' movement and that government officials should assume their responsibilities to do something about crime.

As Mexicans react to news from international organizations that their country is now considered worse than Iraq and Colombia for kidnappings, government leaders are focusing more attention on the issue. Interior Secretary Juan Camilo Mourino says the public has a right to be angry and he worries that if the government does not take effective action soon, vigilantism will grow, something that he says will only make the problem worse.

The African Union (AU) has hailed Somalia's transitional government (TFG) and the opposition for signing the implementation step of the Djibouti agreement aimed at addressing the country's instability. The AU also praised what is described as the enthusiasm exhibited by both parties in pledging to abide by the tenets of the agreement and to address the plight of the suffering masses. Ambassador Nicolah Bwakira is the African Union's special envoy to Somalia, who chaired the signing of the agreement. He tells reporter Peter Clottey from the AU's headquarters in Addis Ababa that both parties showed a determination to bring stability to Somalia.

"The meeting was cordial, and there were frank and open discussions. When the two parties had a problem, they discussed those problems in a very frank manner. So the meeting went very well and the conclusion was very positive because they were able to reach consensus on all points. The meeting had two committees, the high level political committee and the joint security committee. So they concentrated on political issues, on security issues, and humanitarian issues such as access to humanitarian assistance and human rights," Bwakira noted.

He said both the transitional government and the opposition showed resolve to solve the country's problems.

"Just to show how enthusiastic they were, and I really like to say this to all Somalis who were not in Djibouti, those inside Somalia and those outside in the Diaspora, they were very concrete decisions such as meeting on monthly basis for the two committees. Such as meeting in Somalia when in Mogadishu when the security situation allows. They were eager to send a strong message to the Somali population that their concerns were not about greed for power, but to help solve the problems of the Somali population. So, they were absolutely sincere committed frank and open. So, the fact that they agreed to meet on a monthly basis shows their determination to take this process forward on a regular basis even if necessary to meet more often than once a month," he said.

Bwakira said both sides want to restore peace and security to the country.

"I'm absolutely one hundred percent sure that both parties are very positive and committed because they looked at the security situation and they looked at the humanitarian situation of the Somali population. And they also looked at the political and justice issues, so they were not theoretical. They were very, very practical," Bwakira noted.

He said the newly signed agreement would be sent to the United Nations Security Council as a sign of their determination to bring back peace to the country.

"What that indicates to you as a first point is that the Djibouti agreement, which was initialed on of June, has now been officially signed and sealed by the two parties so that it can be presented to the Security Council as an officially binding legal agreement," he said.

Some political analysts believe the move sends a strong signal to all Somalis that there is a need for unity to rebuild the country. The Djibouti agreement, which was first initialed in June, calls for the rapid deployment of U.N. peacekeepers to halt the bloodshed.

The African Union also expressed its determination to support Somalia's Transitional Federal Government and other Somali stakeholders as they strive to bring an end to the violence that has plagued Somalia soon after the overthrow of former President Mohammed Siad Barre in 1991.

Meanwhile, the United States has welcomed the implementation phase of the process begun by the Transitional Federal Government and the Alliance for the Re-liberation of Somalia to promote peace and stability in Somalia.
