6月5日星期四,美國股市強勁上揚,創下近兩個月來最大的單日漲幅。道瓊斯工業平均指數升201.51點,升幅為1.63%,以12591.99作收;標準普爾500種股票指數上升24.47點,升幅1.78%,以1401.67收盤;以科技股為主的納斯達克綜合指數升43.4點,升幅為1.73%,收在2546.54點。

在美元貶值的影響下,原油價格今天每桶上漲5美元,從而使得能源業股票價格上升;此外,沃爾瑪和好事多零售業績好于預期。這些積極因素是今天股指飆升的主要原因。

星期四,歐洲央行行長特裏謝表示下個月有可能提高利率,受其影響,歐元兌美元匯率出現3月份以來最大幅度的攀升,歐元對日元和英鎊也同時升值。此外,股市大漲帶動日元套利交易活躍,日元兌美元匯率下滑到三個月來的最低水準。

到截稿時間為止,在紐約貨幣市場上,一美元兌換105.925日元、0.6412歐元、1.0175加元、0.5106英鎊、1.0436澳元或1.0379瑞士法郎。美元兌人民幣匯率是一比6.951。歐元兌人民幣匯率是一比10.84。

一季度美國喪失抵押房屋贖回權和推遲償還住房抵押貸款的案例創下新高。美國抵押貸款銀行家協會星期四報告說,跟去年第四季度相比,2008年一季度,在所有抵押貸款中,由於屋主喪失贖回權導致其住房被銀行依法拍賣的比例上升到0.99%,前一季度的比例為0.83%。預計這種狀況還將繼續下去。

報告還發現,一季度不能按期償還貸款的屋主從前一季度的5.82%上升到6.35%。一季度新增銀行法拍屋比例和遲付貸款比例都創下1979年以來的新高。

美國聯邦存款保險公司總裁希拉.拜爾星期四表示,受到房地產市場疲軟的拖累,未來將有更多的美國銀行面臨倒閉,其中不乏規模較大的銀行機構。拜爾在參議院銀行委員會作證時說,存在問題的銀行數量不斷增加,它們受到商業房地產和建築業貸款的影響也更大。

此外,美聯儲副主席唐納德.科恩同一天表示,金融市場動蕩對銀行的連帶影響還將持續數月,表現在銀行贏利下降、貸款品質差以及銀行資產價值縮水等。

上星期美國首次申請失業補貼的人數意外下降。美國勞工部星期四報告說,截止到5月31號的那個星期,申請首次失業補貼的人數比前一星期減少1萬8千人,總數為35萬7千人,是兩個多月來人數最少的。

上星期恰逢美國陣亡將士紀念日長週末,這或許給勞工部估算首次申領失業補貼人數增加了難度。

5月份,美國零售業銷售業績好壞參半。世界零售業巨頭沃爾瑪公司和好事多倉儲公司(Costco Wholesale Corp)表示,5月份零售額增加幅度超過分析人士的預期。沃爾瑪公司開業一年以上商店的銷售額比一年前至少增長了3.9%。好事多公司增長9%。但是,傑西潘尼公司(JC Penney)公司星期四報告說,5月份該公司的同店銷售額下降4.4%,而服裝零售商蓋普服飾(Gap Inc)5月份零售額年比下降14%。

中國國家社會保障基金說,國家發展和改革委員會已經批准該基金將其資產的10%用來投資產業基金和股權投資基金,其中包括私募股權基金。中國全國社保基金的總資產市值達5千162億元人民幣。

中國銀行業人士說,中國銀行業監督管理委員會可能在近期內下令商業銀行停止向客戶提供外匯保證金交易服務,或者對外匯保證金交易加以限制。在一般的外匯保證金交易中,投資人只要存入一定金額的保證金,就可以進行數倍于保證金金額的外匯交易,這種杠桿作用投機性很大,風險很高。

南非5月份企業信心指數降至四年多以來的最低點。南非工商會星期四說,5月份企業信心指數從4月的93.4降到93,主要由於經濟增長進一步減慢和通貨膨脹不斷加劇挫傷了企業的情緒。編纂這項指數的依據是零售額、通貨膨脹等經濟指標以及股票指數等金融數據。

The United States' ambassador to Seoul has dismissed accusations that he tried to downplay South Korean concerns over U.S. beef imports.

Ambassador Alexander Vershbow Tuesday urged South Koreans to learn more about the scientific evidence of the safety of U.S. beef. Some South Koreans said the comment was insulting.

Vershbow said Thursday that he regrets that his "comments have been interpreted in a way that caused offense to some Koreans." He added that he has the "highest regard for the educational level of Koreans" and respects their "concerns about food safety."

Also Thursday, Korean opposition lawmakers boycotted the new parliamentary session due to the government's plans to resume imports of U.S. beef. The move effectively kept the new parliament from officially convening.

The boycott is another political burden for new conservative President Lee Myung-bak and his ruling Grand National Party. The party suffered a heavy defeat in Wednesday's local by-elections, winning just nine of the 52 seats being contested.

Mr. Lee's approval ratings have sharply declined due to public anger over the agreement to resume U.S beef imports, which were halted in 2003 after a case of made cow disease in the United States.

Last year, South Korea began importing beef from cows 30 months old or younger, but a plan to resume imports of older beef stalled this week after tens of thousands of protesters took to the streets.

Researchers say a new study of mobile phone records shows people rarely stray from familiar areas. Researchers say the findings could be useful to urban planners addressing problems as varied as traffic forecasting and emergency preparedness. VOA's Jessica Berman reports from Washington.


The study tracked the mobile phone use and movements of 100,000 people over a six-month period.

The participants were selected from a pool of six million mobile phone users in an undisclosed country.

Each time a call was made or received, or a text message recorded, investigators noted the location of the relay tower servicing the mobile phone. They also recorded calls to two locations most frequently used by the mobile phone user.

Researchers found the calls were usually made to and from home and work within a five-kilometer radius or area around the tower.

Using the same model, they could also tell what percentage of calls were made from a distant location.

Marta Gonzalez of Northeastern University in Boston, Massachusetts is the study's lead author. Gonzalez says predictably, mobile phone users by and large stayed close to home.

"We really found that in fact 70 percent of the time, most of the people were found in two preferred locations," she said.


Gonzalez says less than one percent of cell phone users regularly ventured 500 kilometers from home.

Gonzalez says mobile phone records provide an easy and readily available means of measuring the movement of populations, which she says could be useful to urban planners in a number of ways.

"When you have epidemics in a given place, you want to know which are going to be the most connected place according to the transport of people from one place to the other so you can take measures in advance," she added.

With the number of mobile phones worldwide estimated to be three billion and growing, mobile phones have proved indispensable in coordinating rescue and relief efforts during natural disasters such as the recent Chinese earthquake.

The study on mobile phone usage is published in this week's issue of the journal Nature.

U.S. President George Bush and Dutch Prime Minister Jan Peter Balkenende met at the White House Thursday for talks that included their military cooperation in Afghanistan. VOA White House Correspondent Scott Stearns has the story.

The Netherlands is one of the biggest contributors to the NATO mission in Afghanistan, and President Bush thanked Prime Minister Balkenende for that support.

"We're engaged in a struggle against ideologues who use murder to achieve their political objectives," said President Bush. "One way to help defeat those folks and marginalize them is to help others realize the blessings of a free society. I appreciate your courage and I appreciate your troops, but the people of Afghanistan appreciate them more."

The Dutch government says it will have between 1,500 and 1,800 troops in Afghanistan as part of the NATO International Security and Assistance Force through the end of the year.

Speaking to reporters after their Oval Office talks, the president and prime minister said they also discussed close cooperation on fighting HIV/AIDS in Africa.

Prime Minister Balkenende said they talked about global climate change and the need to conclude the latest round of world trade talks.

"We also talked about the European Union," said Prime Minister Balkenende. "And I am convinced that the United States and the European Union share the same values. We talked about it: freedom, human rights and democracy, economic dynamism, sustainable development. And I think that if we work together, we can really make a difference. And I think it is necessary."


In what was likely his last meeting with Mr. Bush as president, Prime Minister Balkenende said he looks forward to continued cooperation with the next American leader. Dutch officials are already preparing for events next year marking the 400th anniversary of the first recorded exploration by the Dutch East India Trading Company around the area that is now New York City.

Iran says allegations by the International Atomic Energy Agency that Tehran is withholding details on its sensitive nuclear activities are based on fake evidence.

Iran's envoy to the IAEA, Ali Asghar Soltanieh, made those remarks Thursday to the U.N. agency's 35-nation board in Vienna.

An IAEA report released last month said Iran has provided insufficient evidence to refute Western accusations it is trying to make nuclear weapons.

Earlier this week, IAEA chief Mohamed ElBaradei said Iran must provide "full disclosure" about past activities suspected to have been part of a nuclear weapons program.

Meanwhile, diplomats say Syria will only allow IAEA inspectors to visit the al-Kibar site in the Syrian desert that the United States alleges was once a nuclear facility and not three other suspected sites.

The remote desert facility was destroyed in an Israeli air raid last September.

The diplomats say Syrian nuclear official, Ibrahim Othman told the IAEA board in Vienna today the inspectors could visit the site during a trip to Syria June 22-24.

They say Damascus rejected IAEA interest in visiting the other sites.

The United States has warned Syria not to hinder an IAEA probe into allegations that Damascus has been pursuing clandestine nuclear activities.

The U.S. ambassador to the IAEA, Gregory Schulte, told media outlets Wednesday that Syria must give the United Nations agency open access to any suspected nuclear site it asks to inspect.

Russian President Dmitri Medvedev has proposed creating a new comprehensive European security pact to replace existing Cold War treaties.

Mr. Medvedev told a gathering of leading German politicians and business figures in Berlin the regional agreement would be based on the United Nations charter and would clarify relations within the Euro-Atlantic Community. He suggested calling a European Summit that would launch preparations for the treaty intended to protect the interests of all countries on the continent.

The Berlin visit is his first to a west European country since taking office last month.

Earlier, Mr. Medvedev expressed concern over what he called a lack of mutual understanding in ties with the West on security and energy issues.

Addressing a joint news conference with German Chancellor Angela Merkel, he mentioned disagreements over U.S. missile shield plans for Europe, Kosovo independence and NATO expansion.

For her part, Ms. Merkel vowed to support a joint German-Russian natural gas project connecting the two countries by a pipeline along the floor of the Baltic Sea. She called the project in the best interests of many European countries. Germany is Russia's largest trading partner.

In his comments, Mr. Medvedev rejected any Western attempts to influence the prison term for jailed Russian oil tycoon Mikhail Khordorkovsky.

The tycoon is serving an eight-year prison sentence in Siberia following conviction on tax evasion and fraud charges. He says he is the victim of government retaliation for his support of the Russian opposition. The Kremlin denies the accusation.

Indonesia's health minister says the country has changed its policy on reporting bird flu cases and will not immediately announce human deaths from the virus.

Siti Fadilah Supari announced Thursday that Indonesia will instead report deaths every few months, probably several cases at a time. She suggested it is not helpful to announce individual deaths as they happen.

The World Health Organization has confirmed at least 108 people have died from bird flu in Indonesia. Worldwide, 241 people have died from the disease.

Indonesia's health minister has been a controversial figure in the country's battle with bird flu.

She stopped freely sharing samples of the bird flu virus with international health researchers last year, and announced Indonesia would only share samples with parties who agree not to use them for profit.

Supari changed Indonesia's policy after expressing concern that private companies could use the data to make vaccines that would be too expensive for developing nations, like Indonesia.

World Health Organization officials say that while contributing samples is voluntary, studying strains from different countries helps scientists track the evolution of the virus.

Scientists want to make a vaccine for the virus because they fear it could change into a form easily passed among humans, creating a global pandemic.

Most human cases result from contact with sick or dead birds.

Chinese Premier Wen Jiabao says efforts to drain a lake formed by last month's massive earthquake are reaching a critical moment as rising waters threaten to burst the naturally formed dam.

China's official Xinhua news agency says Mr. Wen flew over the so-called quake lake Thursday during this third visit to the earthquake zone in Sichuan province.

Mr. Wen says the most important thing now is to ensure there are no casualties.

More than one million people are estimated to be in areas that could be inundated if the natural dam breaks. Chinese authorities have already evacuated some 250,000 people from low-lying areas.

Chinese officials tell Xinhua that the quake-lake's waters, which are already close to overflowing, are likely to rise over the next two days. Rainfall is expected through Friday.

Officials hope a channel dug by soldiers last week will help drain the lake of its water and keep it from bursting.

The lake at Tangjiashan has become a pressing issue in the aftermath of China's 7.9 magnitude earthquake, which killed more than 69,000 people and left millions homeless.

Earthquake-battered Sichuan was rocked by another strong aftershock Thursday as Mr. Wen visited the region.

The U.S. Geological Survey says the aftershock registered 5.3 magnitude, and with an epicenter 65 kilometers west of the town of Guangyuan.

Meanwhile, Chinese authorities continued to block access to schools destroyed by last month's earthquake in an apparent effort to quell demonstrations by angry, grieving parents.

Police and soldiers have been deployed outside several schools in Sichuan, where parents are demanding official accountability for what they say is the shoddy construction of the facilities.

Speaking with reporters in Beijing Thursday, a top housing official denied that schools were poorly constructed and collapsed easier than other buildings.

Officials do say, however, that the quake-proof standards of construction for schools, hospitals and other buildings need to be improved.

Thousands of schools collapsed during the May 12 earthquake and by some estimates more than 6,000 students died.

Chinese officials have not said how many children died in the earthquake.

The 192-member United Nations General Assembly has elected for one-year term a former Nicaraguan Foreign Minister and Catholic priest as its new president. From VOA's New York Bureau, correspondent Barbara Schoetzau reports Miguel D'Escoto Brockmann will oversee the annual General Assembly debate with world leaders in September.

D'Escoto was elected by acclamation to take over as head of the 63rd session September 16. He was the only candidate of the Latin American and Caribbean region which was in line for the rotating post.

D'Escoto, the son of a Nicaraguan diplomat, was born in the United States in Los Angeles. He was ordained as a Roman Catholic priest and, later, admonished by Pope John Paul for his involvement in politics. But he continued to support the Sandinista National Liberation Front and was appointed foreign minister when the insurgents came to power in 1979. He remained in that position until the Sandinistas lost power in 1990.

D'Escoto's first meeting with the news media after his election got off to a rocky start as several reporters asked questions about his criticisms of the United States over the years. D'Escoto says he has always had great love for the United States, regardless of his opposition to some U.S. policies. At the same time, he says his top priority will be to end the dominance of the United States and Europe at the United Nations, especially on the powerful Security Council.

"I hope my presidency will address what has become a universal clamor all over the world for the democratization of the United Nations. I promise to give full support to the working group on the revitalization of the General Assembly. I bring nothing new. It is a matter of emphasis," he said.

D'Escoto says other priorities will include dealing with rising prices worldwide for food and energy.

D'Escoto will succeed Srgjan Kerim of Macedonia.

The Movement for the Survival of the Ogoni People (MOSOP) has welcomed as good news a move by Nigerian President Umaru Yar'Adua to replace oil giant Shell by the end of the year from operating in the Niger Delta. This comes after MOSOP described its relationship with the oil company as irreparably damaged. President Yar'Adua reportedly said a new company would resume production in the southern oil fields of Ogoniland abandoned by Shell 15 years ago. The people of Ogoniland have long expressed their lack of confidence in the oil company.

Community unrest apparently sparked by poverty and pollution from oil production forced Shell to halt its activities in Ogoniland, often described as a hotbed of civil unrest in the oil-and gas-rich Niger Delta. Lidum Mitte is the president of MOSOP. He tells reporter Peter Clottey from Port Harcourt, Nigeria that President Yar'Adua took a step in the right direction.

“We think this is quite a significant, positive and welcome development. It is most appropriate because we the Ogoni people have been campaigning non-violently against the practices of Shell, and the relationship between out people and the company has broken down in my view irreparably over the time. And to have come with this decision will in a very way signal positive process that could lead to eventual resumption of oil activities in the Ogoni region of the Niger delta,” Mitte pointed out.

He said issues of human rights are high on MOSOP’s agenda.

“I think that the issues of human rights, the issues of justice, and the issues of the environment have been at the core of the Ogonis’ campaign against Shell. And what I think will happen is that any company that is centrally appointed in place of Shell will have from the onset the realization that they have to take these as the central issues at the core of their operation. And that will signal, in my view, some model approach to dealing with the issues that the peoples of the Niger Delta have been complaining about,” he said.

Mitte said there was need to differentiate between criminals and those who are peacefully protesting injustice in the Niger Delta.

“We have to discriminate between outright criminality and genuine community agitation. Yes, in terms of genuine community agitation, this would no doubt have a lot to lessen the agitations in the area because in this area, you would now know that at least the social license, which they give to the oil companies can now be merged to the legal license they get from the government. In order words that their consent is also required in the operations of the companies,” Mitte noted.

He said President YarAdua’s move would go a long way in helping the indigenes of Ogoniland to work in tandem with the new oil company.

“This would make the companies to be more sensitive to the views of the communities. But in terms of the criminality as you know, this is a different matter all together. And what our views have always been is that genuine community agitations should be separated an identified as distinct from criminal act, and both should be told in accordance with the way that they are. So, I believe that this will distance or separate the community agitations from the criminal elements. And that would be easier it can even partner the local communities with the government in dealing with the criminal actions. So, in some way it will greatly help to reduce the things that provide an enabling environment for violence to thrive,” he said.

Sudan's President has told a U.N. Security Council delegation that his country will not cooperate with the International Criminal Court, which has accused his government of being involved in crimes in Darfur. The president met with the visiting delegation late Thursday in Khartoum, after the ambassadors returned from a brief visit to the war-torn Darfur region. VOA's Margaret Besheer is traveling with the delegation and files this report from the Sudanese capital.

During an hour and a half long meeting with the visiting ambassadors, President Omar al-Bashir told them he would not cooperate with the court, which is seeking the arrest of two Sudanese - a government minister and a militia commander - on charges of war crimes, and which just announced it would bring new charges against senior government members for involvement in crimes in Darfur.

British Ambassador John Sawers said the council raised the subject of the court with Mr. Bashir and asked for Sudan's cooperation and arrest of the two men. "His response was that Sudan was not a party to the ICC and would not hand over any of its citizens to international courts," he said.

Security Council members and the ICC say Sudan must comply under the terms U.N. resolution 1593 which demands the government's compliance with the court. Diplomats said they would consider other measures to press Sudan to cooperate.

Sawers said the council raised several other issues with the Sudanese president, including full implementation of the 2005 peace deal that ended the north-south civil war, and which some observers worry could unravel in the wake of recent violence such as the clashes in the disputed oil-rich region of Abyei that displaced tens of thousands of people.

In a statement at the beginning of the meeting, President Bashir said the dispute over Abyei would be settled very soon. "I am pleased to inform you that it will soon be settled through consultations between the two partners," he said.

South Africa's Ambassador, Dumisani Kumalo, told reporters that without going into details, President Bashir said an agreement has been worked out. He told the delegation it would be sent to the parliament in the semi-autonomous south on Friday, and that by June 10 it would be finalized.

The council also raised concerns about attacks on humanitarian convoys in Darfur, which have forced the World Food Program to cut rations in half because they cannot get adequate food supplies to the conflict zone.

The delegation heard more about these difficulties earlier in the day, when they flew to ElFasher in North Darfur, where they made a very brief stop at a camp that houses more than 54,000 displaced persons.

Leaders and elected representatives of the Zam Zam IDP camp met privately for about half an hour with the ambassadors. The delegation also met with the local governor and had lunch with humanitarian workers. The brief stop was intended to give the delegation a better sense of the situation on the ground in Darfur.

Friday, the Security Council crosses the border to Chad, where they will visit refugee and IDP camps in Goz Beida before meeting with President Idriss Deby in the capital Friday evening.

Zimbabwe’s President Robert Mugabe says he will allow a United Nations high-ranking envoy to help the country conduct a free and fair presidential run-off election later this month. This comes after Mr. Mugabe met with U.N. Secretary general Ban Ki-Moon at the ongoing food summit in the Italian capital, Rome. The U.N Secretary general reportedly urged Mugabe to ensure the escalated violence in the rural areas is halted ahead of the run-off. Meanwhile, the main opposition Movement for Democratic Change (MDC) has dismissed President Mugabe’s gesture, saying the ruling ZANU-PF party would use the U.N. envoy’s presence as a propaganda tool to legitimize Mr. Mugabe’s 28-year rule.

Glen Mpani is the regional coordinator for the transitional justice program of the Center for the Study of Violence and Reconciliation in Cape Town, South Africa. He tells reporter Peter Clottey that the run-off election would neither be free nor fair.

“I think one of the important things that Mugabe has wanted to come out of this election was for him to be able to get legitimacy. And that he is realizing that part of the problem that has plaqued the previous election and this election is that the contested nature of the way things are being run, this has to do with the electoral environment, the way the Zimbabwe Electoral Commission has run the election, and basically the violence that has engulfed the nation at the moment. And I think for him (Mugabe) to request for a high level delegation, is more or less like a face-saver to say “I am open to you come in to assist me,” Mpani noted.

He said the run-off might not be free and fair despite government promises.

“I think with 23 days left to the election, with the country cordoned off, blocking opposition leaders from campaigning, I don’t think there is anything much that the delegation can do because the damage has already been done,” he said.

Mpani concurred that the presence of any United Nations official ahead of the run-off would be a political tool for the ruling ZANU-PF party.

“It is true because I think for him (Mugabe) to allow them to come in at this juncture. Obviously, the observers are now coming into the country, and as they come in, they (government) are going to stage-manage an environment that is conducive for an election because if you can remember, for the past weeks people have been battered, people’s houses have been destroyed and people have been secretly registered. So, the damage has already been done,” Mpani, pointed out.

He said the upcoming presidential run-off election would be challenging for poll observers.

“I don’t think it would be fair for anybody or organization to pass a judgment on this election without taking into consideration what has been happening for the past four, five, six weeks. That is why the reasoning that an election is not the right way to go in Zimbabwe makes sense,” he said.

Mpani said Zimbabweans are immune to bad publicity the government has been getting throughout the world.

“I don’t think Zimbabweans are surprised about what has happened. I think they always expect the worst from their government. So, what has happened is part of a systematic process to ensure that whoever criticizes the government, whoever exposes what the government is doing is intimidated or is pushed out so that they (government) can be able to continue creating and environment where they are going to win the election,” Mpani noted.

He reiterated the run-off election might not be credible despite the expected presence of regional and U.N. observers.

“I think for us to be talking about free and fair elections, I think it would be a misplaced step because we have to look at it from holistic way. Whether observers come in or not, we have seen that seven people have already been fired from the Zimbabwe Broadcasting Corporation, and I don’t think they are going to give coverage to the opposition. More so, Morgan (Tsvangirai) has not been able to hold a single rally in Zimbabwe, so there is no way we are going to have a free and fair election,” he said.

收盤簡評 台股短線脫離國際股市連動,小紅開出後由金融、中概續弱,帶動指數拉回平盤之下震盪,面板股一度引發電子股第二波下殺,指數跌破5/30 波段低點8548,回測8500關卡;午盤後多空易主,期指兩波段急拉翻為正價差,帶動跌深個股反彈,回補買盤力道湧現,將指數一路拉上5/10日均線,直逼季線與半年線,上下震盪225點,量能回至千億之上。
